Position Review Procedure
In order to help control costs to the operating budget, Furman has implemented a position review process to evaluate the immediate need for refilling vacated staff positions. This process will remain in effect until economic conditions improve. A similar process, administered by the Provost’s office, exists for faculty positions (See “Faculty Recruitment Process”).
When a staff position becomes vacant, the Personnel Requisition Form will be completed by Human Resources and sent to the hiring department via e-mail per usual practice. If the hiring department determines the position must be filled, the form is to be approved, signed and returned to HR. Additionally, justification for refilling the position and an updated job description should be submitted to Human Resources. The justification should not exceed one page.
Upon receipt, Human Resources will review the documentation and submit it to a designated group, the “Position Review Committee” (PRC), for evaluation and determination of approval to hire.
The PRC will be comprised of a cross section of staff administrators and will meet monthly on an as-needed basis. Members will be appointed by the President. The PRC will decide if positions should be filled immediately, postponed for a period of time, e.g. two months, or suspended until the economic crisis has passed. The President will review all decisions.
When considering whether or not vacant positions should be filled, the following criteria will be used:
- Is the position critical to the academic mission of the college?
- Does it contribute directly to student life?
- Are the duties associated with the position necessary to keep essential operations of the institution running?
Communication to the hiring department will be made by Human Resources after the Position Review Committee’s decision has been reviewed by the President. Decisions approved by the President are final.
